Requirements differ by ammunition type. For rifle and shotgun ammunition, a valid Firearms Purchaser Identification Card (FPIC) is required. Who Can Buy Ammunition in New Jersey
New Jersey treats rifle/shotgun ammunition and handgun ammunition differently, and that distinction drives almost every question buyers have. To purchase handgun-caliber ammunition — rounds such as 9mm Luger, .45 ACP, .40 S&W, .380 ACP, .38 Special, and .357 Magnum — you must present one of the following at the point of sale (N.J.S.A. 2C:58-3.3):
- A valid New Jersey Firearms Purchaser Identification Card (FPIC/FID);
- A permit to purchase a handgun; or
- A valid permit to carry a handgun.
For rifle and shotgun ammunition (such as .223/5.56, .308, 7.62x39, .30-06, and 12-gauge shells), New Jersey does not require a state permit beyond the federal age and eligibility rules. Note an important nuance: New Jersey classifies ammunition by whether it is usable in a handgun, so some calibers commonly fired in rifles can still trigger the handgun-ammunition credential requirement. When in doubt, treat dual-use calibers as handgun ammunition.
Eligibility and age
Buyers must be at least 18 for long-gun ammunition and 21 for handgun ammunition, and must not fall into any federally prohibited category (felony conviction, certain restraining orders, disqualifying mental-health adjudications, unlawful drug use, and others). The FPIC itself is issued by your local police department after a background check and does not expire.
Buying Ammunition Online in New Jersey
